MID VALLEY LEAGUE
CONSTITUTION & BY-LAWS

ARTICLE I
NAME AND PURPOSE

Section 1 |
This organization shall be known as the Mid Valley League of the Northern Section of the California Interscholastic Federation.

Section 2 |
The purpose of this organization is:
A. To direct, coordinate and control board-approved athletics and other activity programs of the League.
B. To assume the responsibility for administration and supervision of all activities concerned
C. To cultivate and foster, by observance of good standards of sportsmanship and the exchange of ideas, more cordial and friendly relations among schools. |
ARTICLE II
MEMBERSHIP

Section 1 |
The Mid Valley League membership will include those schools identified to be in the League by the North Section of the C.I.F. Membership recommendations to the board of managers must be approved by a two-thirds vote of the member schools.
For the 2010-2012 years, the league will be constructed in the following:

ARTICLE III
REPRESENTATION
|
Section 1 |
The business of the League is to be transacted by the school principal or his/her representative. Each member school is entitled to one voting representative. The Athletic Directors and/or Coaches may attend meetings as consultants. |

Section 2 |
A school will be permitted to vote at the first League meeting following its assignments to the League by the Board of Managers. |
|
Section 3 |
A simple majority is required for the passage of a motion, except as specifically noted in the Constitution or By-Laws. |
|
Section 4 |
A quorum of one more than half the member schools must be present to transact business at any regular or special meeting. |
ARTICLE IV
FINANCES
Section 1 Member schools shall be assessed annual dues of $50.00 per school plus $.35 per CBEDS enrollment as of October 1, due and payable by November 1 of each year.
A. Independent schools, participating in the league, will be
assessed fees of $50.00 per team, per sport each year.
Section 2 Payment of MVL expenses over $50.00 shall have prior authorization from the League
Section 3 A yearly audit of the books of the League treasury shall be the responsibility of the Vice-President.
Section 4 A. The net proceeds of MVL play-off money shall be divided equally:
1/3 to each school, 1/3 to the MVL. The net losses of MVL play-off money shall be paid by the League.
B. Allowable game expenses for MVL play-off games:
1) Cost of officials
2) Cost of security is not to exceed $200.00
3) Two gate supervisors not to exceed $25.00 each.
ARTICLE V
GENERAL RESPONSIBILITIES
Section 1 All rules and regulations of the C.I.F. and the northern Section are adopted as part of this Constitution.
ARTICLE VI
EMERGENCIES
Section 1 Any item may be added to the agenda as an "emergency item" with a unanimous vote by all members in attendance.
ARTICLE VII
AMENDMENTS
Section 1 Amendments to the Constitution may be made at any regular meeting provided they are represented in writing at the previous meeting or special meeting. A two-thirds vote of all member schools present shall be necessary for the adoption.
BY LAWS
ARTICLE I
Section 1 The conduct of the meetings of the League shall be governed by a modified Robert's Rules of Order, Revised.
Section 2 Guests requesting to speak to the League are to be placed on the approved agenda.
ARTICLE II
OFFICERS
Section 1 The officers of the League shall be the President, Vice-President and the Secretary-Treasurer.
Section 2 DUTIES OF THE OFFICERS
A. President shall:
1. Represent the League at Northern Section Board of
Managers meetings.
2. Preside at all League meetings.
3. Appoint chair and members of special committees.
4. Prepare and distribute agendas for each meeting at least
one week prior to the meeting.
5. Coordinate the selection process for the MVL LeMaster
Scholarship nominees.
B. Vice-President shall:
1. Assume the duties of the President in his absence (and
succeed to that office when it is vacant.)
2. Develop League schedules for all approved sports.
3. Prepare or have prepared an annual audit of League
finances.
4. Represent the League at N.S.C.I.F. Board of Managers
meetings.
5. Call the League President with all league results, playoffs,
standings and all-league selections.
C. Secretary shall:
1. Keep a complete record of all business transacted at each
meeting of the League and forward copies of the Minutes to each school within ten days following each League meeting.
2. Be the official correspondent of the League.
D. Treasurer shall:
1. Order and distribute League approved sports awards within seven working days of receiving League results.
2. Be responsible for the collection and disbursement of MVL funds.
3. Present an annual budget at the last MVL meeting of each fiscal year.
4. At each meeting, provide a written report regarding the receipts and disbursements of the preceding months, including the balance on hand.
Section 3 At the third regular meeting of each even year, the League shall elect new officers to serve for a two-year period beginning at the final League meeting that year.
Section 4 Vacant offices shall be filled by a vote of the member schools at the first meeting following the vacancy.
ARTICLE III
RULES AND REGULATIONS
Section 1 League Schools:Those schools currently assigned the MVL and approved by the N.S.C.I.F. (Biggs, Chester, Esparto, Hamilton City,
Liberty Christian, Los Molinos, Mercy, and Williams)
Section 2 League Approved Sports: Football (V-JV); Basketball (V-JV); Volleyball (V-JV); Baseball (V); Softball (V); Track and Field (V-JV), Soccer (V), Golf (V), Wrestling (V).
Section 3 SCHEDULED GAMES:
The Visiting teams student athletes will have access to the locker room 1 hour before Football games and a ½ hour before all other sports. Supervision must be present at all times while student athletes are in the locker room

Section 4 SCHEDULES
A. The Vice-President of the League shall be responsible for
developing League schedules for all approved sports.
B. League Schedules (Volleyball, Basketball, Baseball & Softball)
will be played:
a) 8 games North vs North Only
b) 8 games South vs South Only
c) Bye dates are non mandatory to play. do not put on
schedule ... list as a Bye
d) Boys and Girls Schedules are the same and teams play
each other in the same week
C. League games are to be played as scheduled unless another date
and time is mutually agreed on by participating schools. Member schools are expected to fulfill their commitment to play out the completed schedule. (Consideration will be given to balancing Friday night home games.)
Section 5 ADMISSION (Maximum for all sports)
A. General Ad./students w/o ASB Card $4.00 6.00FB

D. Admission prices for local students is option of home school.
E. Only CIF passes will be honored.
Section 6 DETERMINATION OF THE LEAGUE CHAMPION, N.S.C.I.F. League Representative and Resolution of Ties
A. In the event that there is a tie for the League championship, those
teams shall be declared as co-champions.
B. Resolution of ties to determine the MVL representative to the
N.S.C.I.F. playoffs is as follows:
1. Football
a. Winner of the head-to-head competition within the
League shall be the MVL representative.
b. In the event of a tie involving three or more teams, the
playoff formula will be used to eliminate all but the top two teams. If the first two tie-breaking methods do not resolve the tie, a coin flip by the MVL President will determine the team or teams to be eliminated and head-to-head competition will be determined by the MVL playoff representative.
2. Volleyball
a. Head to head
b. Follow N.S.C.I.F. for seeding (3/5)
3. All other sports
a. All ties will be played off
b. Teams will be seeded according to the following criteria:
1) Head-to-head competitions--two-way tie only.
2) PLAYOFF formula. In case of a tie in the Wild card formula, a coin flip will be administered by the League President.
Section 7 LEAGUE AWARDS
A. The treasurer of the League shall coordinate the purchasing and
distribution of the League awards.
B. All-League patches will be awarded to All-League selections in each
approved Varsity sport.
C. MVP pins shall be awarded to the MVP in each varsity team sport.
D. The League will give 8" X 10" picture frame awards for Varsity and
J.V. championship teams.
E. TRACK
1. First place medals and second and third place ribbons shall be
awarded in each division.
2. The cost of the meet awards shall be divided among
participating schools on a cost per entrant basis.
F. WRESTLING
1. What kind of awards do they get.
2. Divide the # of participants for each school to pay
Section 8 GUIDELINES FOR ALL-LEAGUE SELECTIONS (Varsity Only)
A. All League selections shall be made by vote of the coaches or designee in that season of sport.
B. All League selections shall be allocated to member schools in order
of finish as follows.

C. In case of a tie in order of finish, the schools shall be entitled to the
number of selections allowed for the highest order of finish (i.e., if there is a tie for 3rd and 4th in football, both teams would receive four All League selections and the next team would be the 5th place team.)
D. The coaches from each member school shall notify the Vice-President of
the MVL the names of their All League selections, their vote for MVP and for Coach of the year no later than the next working day after the last regularly scheduled game of that sport.
E. MVP SELECTION PROCESS
1. Will be determined by coaches bringing the nominations to the league meeting following the season of sport.
team in addition to their All League selections. All League selections may not be distributed to any other school.
G. The MVP Facilitator shall notify the member schools of the All League team selections no later than five calendar days following the last scheduled League game.
Section 9 FOOTBALL
A. All League football fields shall be marked in white at 5-yard intervals.
B. Four officials are required for League football games.
C. A 5-yard crowd control barrier will be installed on both sidelines at all
games.
D. Teams fielding 14 or more players must play eleven man games. If there
are 13 or fewer players eligible for play in any week, that team may elect to forfeit the game and play a nine man game by notifying the opposing coach no later than Monday prior to the scheduled game.
E. Kansas tie breaker will be used as stipulated in the National Federated
Football Rule book for J.V. and Varsity games.
Section 10 BASKETBALL
A. It is recommended that an adult be present at the scoring table.
B. Two rated officials are required for each League game.
Section 11 BASEBALL/SOFTBALL
A. It is required that two association officials be scheduled each game.
B. If double-headers are scheduled, the first game will be the 5-inning
game.
C. Rained-out or postponed games will be made up at a mutually agreeable time between the involved administrators (site remains at home.)
Section 12 VOLLEYBALL
A. It is required that two association officials be scheduled for each match.
B. Varsity matches shall consist of the best three out of five games; JV matches shall consist of the best 2 out of 3 games.
C. Each school will provide one lines person for each match.
D. An adult scorer is required (?) at each game.
Section 13 TRACK
A. Each participating League school shall be responsible to send two adult representatives to assist with the operation of the combined MVL track meet.
B. A squad exchange list shall be sent by each school to the MVL meet director along with an entry form to certify that their athletes have participated in at least one MVL meet and one other meet.
C. No more than 4 entrants per school in an event (until MVL Meet)
D. League meet is defined as a MVL school hosting.
Section 14 SOCCER
A. It is required that association officials be scheduled for each game.
B. Rained out or postponed games will be made up at a mutually agreeable time between the involved administrators (site remains at home).
C. The League shall designate suitable sites for Soccer. N.S.C.I.F. Playoffs prior to the beginning of Soccer in the MVL hosts the N.S.C.I.F. Playoffs
Section 15 SPORTSMANSHIP
Section 16 Homecoming Activities
A. All activities should be between the Junior Varsity and Varsity contests,
or following the Varsity contest. Activities may not exceed 20 minutes.
B. The opposing school principal and coach must be notified at least one
day prior to the activity.
ARTICLE IV
AMENDMENTS
Section 1 The By-Laws may be changed at any duly-constituted meeting by a majority of the schools present provided that the proposed change/s is/are a stated agenda item.
